When "in the movie is stated, it is refering to V For Vendetta".
In the movie, V For Vendetta the type of government that presents itself as a democracy but in reality is nothing more than a dictaorship. In the dicatorship the high chancellor oversees his personal circle of lackeys that run the country, like the police chief and the head of the media that is shown. High chancellor got into his postion through a democary but turned it into a dicatorship.
Human rights in the movie are non present, freedom of speach is denied, freedom to move is denied, freedom to public assembly denied. All human rights are pretty much abolished by the high chacellor, since he oversees the government and wants people to love him and wants the country to be great.
No personal freedom whatsoever, it is all government control. This allows the high chancellor to remain in power and to know what is going on and to allow what is to be seen. Thus allowing for a government controled socity.
Acts to fight the goverment were first terroism by v to set a message, a message that the government is not all powerful as it might seems and to ignite the hope the lays deep inside the people. The second was for to act as a figurehead, a figure head that is willing to oppose the all so powerful high chancellor. The third was to get the people to follow his act and engage in a uprising that was really in the movie just a peaceful walk acrros town square to see soemthing blown up and fireworks. Pretty standerd civillin uprising that occurs throught histroy the same way.
Topics that stood out were it was a bad dicatorship and the high chancellor should've done better then that. In a real dicatorship, its all about military and power!
